It is an instrument through which users of health services can make complaints and claims when their rights are violated. This brochure on the <em>Charter<\/em> aims to increase knowledge about the rights and duties of users and communities as well as the mechanisms to lodge complaints and grievances related to the provision of care and health services.<\/p>\n<p>&nbsp;<\/p>\n<p>A <em>Carta dos Direitos e Deveres do Utente<\/em> aprovada e adoptada em 2007 pelo Minist\u00e9rio da Sa\u00fade (MISAU) reafirma os direitos humanos fundamentais na presta\u00e7\u00e3o dos cuidados de sa\u00fade e protege a dignidade e integridade humana, bem como o direito \u00e0 autonomia. \u00c9 um instrumento atrav\u00e9s do qual os utentes dos servi\u00e7os de sa\u00fade podem basear-se para apresentar queixas e reclama\u00e7\u00f5es quando ocorram viola\u00e7\u00e3o dos seus direitos.
